Dr. Aguiar Neto holds a degree (1977) and a Master’s degree in Electrical Engineering (1982) by the Federal University of Paraíba (Portuguese: Universidade Federal da Paraíba, UFPB), a Dr.-Ing in Electrical Engineering by the Technische Universität Berlin, Germany (1987) and carried out his postdoctoral studies at the University of Washington, USA (2008). In January 2013, he was awarded by Gordon College, USA the degree of Doctor Honoris Causa.
He worked as a Full Professor of the Electrical Engineering Department of the Federal University of Campina Grande, where he served as Professor of the Graduate Program in Electrical Engineering in the fields of Telecommunications and Signal Processing.
He served as the Coordinator of the Electrical Engineering undergraduate course of the UFPB from 1989 to 1993 and Director of the Science and Technology Center of UFPB and Federal University of Campina Grande (UFCG) from 1997 to 2005. He worked as the Editor of the Journal of Engineering Education of the Brazilian Association of Engineering Education (Portuguese: Associação Brasileira de Educação em Engenharia - ABENGE) from 1999 to 2004 and President of the Board of Directors of the Paraíba Technological Park Foundation from 2003 to 2005. He served as member of the Executive Board of the Mackenzie Presbyterian Institute (maintainer of Mackenzie Presbyterian University) and worked as a member of the University Academic Council of the Mackenzie Presbyterian University.
Dr. Aguiar Neto served as the Vice-President of the Coimbra Group of Brazilian Universities, Academic Director of the Brazilian Association of Engineering Education, member of the Advisory Committee of ENADE (engineering-group II).
In June 2013 he was awarded by UFPB the title of Professor Emeritus and by the City of Campina Grande, State of Paraíba, with the title of first Citizen. In the same year he was also awarded the title of first Citizen by State of Paraíba. He is an Institutional Evaluator of INEP, a member of the Board of Trustees of Fundação Padre Anchieta since March 2011.
He is currently President of the Council of Rectors of Brazilian Universities (CRUB), served as the President and now holds the Vice Presidency for Higher Education of the Brazilian Association of Evangelical Educational Institutions (Portuguese: Associação Brasileira de Instituições Educacionais Evangélicas - ABIEE). This year he took office as the Regional Vice-President of of the Inter-American University Organization (OUI-IOHE).
Since 2011, he has been serving as the Rector of Mackenzie Presbyterian University.
